Instructions for appellants
- Read and follow the appeal instructions that you received with your compensation decision carefully. We process matters only in Finnish and Swedish in accordance with the Language Act, and we are unable to accept documents drawn up in any other language.
- You may request a recommended decision within the time limit indicated in the appeal instructions.
- The Board cannot accept requests for recommended decisions that arrive after the designated deadline.
- You may request a recommended decision if the matter has not been subject to a final court decision.
- If you are acting in a compensation matter on behalf of another person, you will need to present the Board with a power of attorney.
- We do not process matters related to optional car insurance. The advisory body for all matters related to insurance cover and indemnity, including optional car insurance, is the Finnish Financial Ombudsman Bureau FINE.
- On submitting your request for a recommended decision, you will receive confirmation of the opening of your case.
- We process requests for a recommended decision based on the documents submitted to the Board. We are unable to accept oral statements.
- The request for a recommended decision must be made in writing. The requests may also be submitted by email to liikenne@liipo.fi (traffic matters) or potilas@liipo.fi (patient injury matters)
Electric form
You may also use the electronic form to submit your request for a recommended decision. Note that the request for recommendation must be written in Finnish or in Swedish.

- The request may be submitted using a printable form or as a free-form request.
- Requests for a recommended decision may be submitted as free-form requests. The request must provide at least the following information:
- the name and contact details of the person requesting the recommended decision;the name of the insurance institution that has issued the compensation decision, claim number and date of the decision;
- the changes to the decision you request and the reasons for your request.
- The services of the Board are free of charge. The costs of using a representative are not compensated from the motor vehicle liability insurance or patient injury insurance.

When calling from abroad, rates charged by the local operator apply. The charges are determined by the caller’s service provider.
